Arjun (Sunny Deol), is an idealist, who comes back to his village after finishing his studies in the city. He believes in law & order. But in the village the scenario is completely different.

Thakur Bhanwarsingh (Raza Murad), is a wealthy resident of the village, who gets the villagers to sign on blank papers and lends them money, whenever they need money.For assurerity, he keeps their land, which the villagers never get back, because there is an absurd amount of moneywritten on the paper.

Arjun's brother (Suresh Oberoi) knows of these tactics and is extremely croo with thepeople of his village, but is helpless. He also believes that the Thakur had killed his father. Devi Thakurain (Raakhee), Arjun's mother, asks the villagers to contribute money and retrieve their land from the Thakur. Thakur gets annoyed and attacks the village with a bunch of goons, when the villagers are celebrating their victory.

Thakur kills Arjun's brother and humiliates his mother, who looses her mental balance. Arjun wants revenge. He joins hands with Maakhan, a Dacait who is hiding in the Chambal valley, alongwith Javli (Meenakshi Seshadri) and his friend Ahmed. He gets his revenge on the Thakur, but acting against the law. Dacait has some very good performances from the supporting cast - Paresh Rawal, Suresh Oberoi to name a couple. A very good movie and is very well shot.
